Graham Sanctioning Russia and Iran Act of 2026, legislation that imposes primary and secondary sanctions on major purchasers of Russian oil and gas. North Dakota Sen. John Hoeven joined Sen. Richard Blumenthal (D-Conn.) and a bipartisan group of colleagues in introducing the legislation earlier this month. Background Sen. Lindsey Graham (R-S.C.) negotiated the bill with the White House and met with Ukrainian President Volodymyr Zelenskyy to discuss the effort. Graham secured an agreement with the White House on July 10, shortly before his death. Blumenthal and Graham first introduced legislation targeting Russia and actors supporting its actions in Ukraine in April 2025. What the bill does The legislation imposes primary and secondary sanctions against Russian officials, oligarchs, their family members, foreign persons, Russian banks and financial institutions and the Russian Shadow Fleet. The bill also directs the president to impose tariffs of up to 100% on imported goods from countries that purchase the majority of Russian oil and gas and enable Russian sanctions evasion. The tariffs are limited to the five largest importers of Russian crude oil and gas.
